The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

Respected PM Shri Modi ji, Present financial year 1st April to 31st March is acceptable by traders, manufacturer, officials and government. Changing to 1st Jan is wrong. After Diwali holiday mood, Extreme Winters in north, it is not possible to complete deadlines for year end in December. Also for last so many years, we have adjusted ourselves with this year end. Please note, Hindu New year calender start from GUDI PADWA. This comes in April. Its a auspicious time to start new year.

Financial Year : People, Chartered Accountants, Tax consultants are strongly in view to change accounting year to January To December.... -which in turn have benefits : 1. Easy to remember for a common man. 2. save some time in consolidation of balance sheets with foreign subsidiary or parent.. 3. Will match with international standards.

respect PM, Do you really know what is your youth earning in these days a b.tech student is working on 5000 salary this is your Engg. new financial year means you may get desire money according to person values . Gov. sector a peon is earning more than a Engg in private sector its 70 years of our independence and what our Gov. gave to our people and what British gave.

1.eg in agriculture activities r time bound new proposal will helpful organising & proqurement inputs timly deptt.working improve govt deptt.should have actionplan bfore them 6 month prior for efficient disposal 2.v should also promote officeless working in tech.deptt by assigning work to officals by using I.T.3.field mobility of tech.officer.mustinhance by reducing useless meetings informations submission quaterly review is benificial rather monthly review 4.technical audit of works is must

India shud use its media both private as well as state, to highlite pakistan as a failed state as much as possible, they shud show tat it is worse than north korea as its is actually ruled by army general. I dont knw y media potrays nawaz sharif,he doesnt have any power tecnically.the more we highlight this is better to open eyes of internaional community.this is not being done in media wether India or international.this will show it as a crippled power on global stage,it is even not fit for UN.

Count no. of public holidays in India; see how different edu. institutions have edu.years; see how diff. businesses have accounting yr in diff. Nations; see how our elections often clash with all these! Keeping all in view, change in acc-year is a must if one looks at delays in projects due to delay in funds;lack of budgetary supports, due to approval being delayed in legislative bodies due to further delays down the line to start projects, need for all approvals be ready by April will be seen

There are some ethical values to our country and we need to follow for sure. FY between April to March is been followed since long, and though we are marching towards new generation techinics, we can still follow the same pattern instead of copying from others. This might also be a copy but is into practice since ages. We can continue with same as it is and rest clubbing railways with normal budget due to financial constraints etc can be continued. Let us be like Indians...

Accounting year doesn't coincide with the periods of high activity, such as Diwali,Christmas and New Year. Inventories are higher during Nov/Dec end, thus making it difficult to measure accurately. India being an agricultural economy, revenue generally depends on the unpredictable outcome of the main crop being ripe in Feb/March. Thus present accounting period is good.

....अतः अभी जो व्यवस्था उसमे परिवर्तन की आवश्यकता नहीं है.हाँ रेल-बजट को मुख्य बजट के साथ प्रस्तुत करने की अवधारणा मुझे थोड़ी अटपटी लग रही है.
