The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

मुझे पता चला है कि सर्कार वित्तीय वर्ष का बजट 31 जनवरी को पेश करना चाहती है ताकि उस पर शेष फ़रवरी एवं मार्च में बहस हो और सभी संशोधनों के बाद उसे ठीक 1अप्रेल से लागु करके कार्य में गति लाई जा सके.यह एक अच्छा उपाय है. अब भारत का वित्तीय वर्ष क्या हो और यह कब से शुरू हो इस पर भारत में विभिन्न मत हो सकते हैं क्योकि भारत में विभिन्न हिस्सों में व्यापारियों के अपने-अपने वित्तीय वर्ष हैं जो वहाँ की संस्कृति और उनसे जुड़े त्योहारों से सम्बद्ध हैं.वहीँ किसानों के लिए एक अच्छी फसल ही उसका वित्तीय वर्ष है.

पुरातन जो अब‌ अव्याव्हारिक है उसे बेहिचक बदला जाना चाहिए जैसे वित्तीय वर्ष । भारतीय‌ वित्तीय वर्ष को अंग्रेजी कैलेण्डर वर्ष के सापेक्ष यानि 1 जनवरी से 31 दिसम्बर होना चाहिए।

Hello sir, To change financial year is great idea. This will help us to follow our procedures as per world's developed economy also helps to overcome various forex issues respectively. The platform of world economy is easily understandable as well as provide better stability. There are some regarding changes from 1st april to 31st march which may take time may be loss of income but change starts for good and it will provide us various benefits at micro and macro economy level.

dear sir... i dont think so is there any need for changing financial years dates ..,there is no need for changing financial year dates , its better to focus how can be with in the financial years existing dates ,we can make the strategy in terms of quarter of three months we can forecast budget with the helps of short term planning techniques so that we may get better result in forms of revenue growth in all spheres in all sectors . ...

New Financial Year may be Calendar year beginning from January 1 and ending on December 31. This will create simplicity and easy to follow by any one. In respect of various regulatory filing (tax returns, holding of Annual Meeting by corporate etc.), time limit provided is 6 months from the end of financial year. In case Financial Year is ending on December 31, six months may end on June 30. It need to be kept in mind that May and June are months of holidays.Overall Jan-Dec is good FY

It is a disturbance practice of settled platform in short time. Analyzing or budget session is at February or March, what is the concern of indian Public with them. No need of financial year changing. Firstly it is necessary to prove that financial year impacts over general public
