Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

We first need education reforms to standardise education across states and across institutions. Then identify courses that need to be validated with internships/apprenticeship or have bonus points for it. All internship/apprenticeship reports should be centralised. Companies spending below certain %age on R&D should be forced to contribute to the apprenticeship programme. Apprentis should be entitled to minimum wage

Indan Government is taking such a initiative is a great support for young indians to reach Highest level of Skill to meet Global Demand As india is youngest country and we need not limit to work in India we will have opportunity at global level. Let's make it very successful project.

ALSO while preparing budget govt. need to understand that right statistics is the best economics...At least govts. should not cheat on people by producing FAKE DATAS or manipulated ones... Make sure your dates are authentic updated and this will only help in building a good budget.... Budget building should not be a matter of few hands...Involve farmers, academicians, small scale workers, unemployed, poor etc. as I believe they themselves can make govt. Understand their situations....so adopt a BOTTOM TO TOP APPROACH which govt. is trying no doubt but ITS STILL REQUIRED A LOT

Awareness regarding budget and its objectives should be made clear to people...As an eco student I know understanding complicated terms of eco is very tough and so is for people...If people are not made aware of the budget in most simple words then it's results will be fruitless.. So govt. should first after the passing of budget make short films and animations or conduct meetings with economists who can make people understand the budget... The more the people centric budget the more successful it is...Govt. should promote decentralization and with the help of gram panchayat and municipal corporations make its implementation possible..For eg. If govt. is trying to promote sustainable development then it should involve retired intellectuals MPs and MLAs and set a goal for them to make their villages/cities eco friendly with the help of people...THIS WILL SAVE COST and will produce successful stories...

आदरणीय प्रधानमंत्री मोदी जी प्रणाम मेरे विचार से उच्च शिक्षा ऋण के लिए बजट में व्यवस्था की जानी चाहिए. मेरी पत्नी पटना विश्वविद्यालय से मास्टर डिग्री ग्रामीण प्रबंधन कोर्स वर्तमान में कर रही है. बिहार सरकार ने स्टुडेंट्स क्रेडिट कार्ड की व्यवस्था की लेकिन इस कोर्स के लिए मुझे पुर्णिया DRCC से शिक्षा ऋण नहीं मिला जो बहुत हीं खेद की बात है. इसलिए बजट में शिक्षा ऋण की व्यवस्था की जानी चाहिए. धन्यवाद
