Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

The experts will do well to relate budget to ease and safety of living, , what ails india, what is being done & how quickly will we go from now to next year. Ofcourse where the world is now . Indian metros r crumbling, - what is being done ? reverse migration , no more influx , 24*7 instant monitoring of population, crime Corruption & black money. when & where is the data of land /property digitisation, Compliance, - rewards to honest, deterrence & hefty punishment for culprits, repeat offenders. Do we have anything in the budget ? Health-- how is medical facilities, availability, quality , cost. & inexpensive preventive health care including food intake Schools - Inexpensive good curriculum with effort on learning outcomes & employability /entrepreneurship, creativity Equal opportunities for all. is it there, will it ever be there. Quality of network is pathetic & will be non existent if govt does not step in now. Road/rail - unserved /underserviced areas R potholes roads ?

Apprenticeship should lead to DIY ( do it yourself ) practice. the developed world has adopted it so well. Their citizens leading Healthy active and energetic life. They are groomed for it right from nursery . India it does not exist . Y can't students learn and master the text book way of cleaning, chopping, cooking, gardening, washing, stitching , gadget operations, banking, paying daily bills, grocery, dairy, vegetable purchases , routine, maintenance & hobby sets. ( sports, adventure, music, art, craft, painting, writing, reading, ) early opportunities are in roti , kapda makan field. Yet to see DIY instructions on cleaning tools & chemicals, , chopping& kitchen tools, laundry , gardening tools basic maintenance, bulbs, taps, fixing leakages. These should be mastered by age 5. Y can't the children be taught exposed right from mid day meal preparation to eating, Not 1 program run by DD & other channels.The swach bharat & to avoid wastages & excesses rest here

Respected Prime Minister, in the field of education, defense studies course should be encouraged to boost the morale of the Indian Armed Forces. If this mission is successful, then there will be improvement in the field of defense in our country very soon, whether it is technology or relations at the international level.

In continuation to my previous suggestion, As an Example to my previous suggestion, Bachelors of Music is a Degree dealing with overall knowledge of Music. In this degree one or two subjects on the technologies used in this branch of knowledge. At the same time, for more proficiency, new branch, Music Technology, can be added in BE professional degree. Likewise you will be giving options for the learner to either learn the technology or the pure knowledge. Now I will come to work. See if the system provides the ample amount of choices for the students as mentioned above & in my previous suggestions, then, the students would be able to identify their skills along with their talents. Talent is the natural skill gifted for an individual. If the talent is self identified & it’s related skills are nurtured, then the work will be as smooth as a butter. Hence, boundless Education is must for our country to cure unemployment.

In continuation to my previous suggestion, Now I will come to skill. Basically what is skill. The knowledge with ability that enables a person to do a work. So Education is superior to skills, whereas Skills are superior to work. Am I right? So in this way Technology is also a skill. But only technology will not give you a holistic result. So, what we have to do? See knowledge is a raw material. Skill is the frame which gives different shape when the knowledge is put through it & this frame is used in a required manner to work. Isn’t it? So, As I mentioned in my earlier suggestion, firstly different branches of Bachelors degrees should be invented based on infinite different branches of Knowledge. And then in each of these Bachelors, a subject related to technology should be provided. Also, for more proficiency in technology, these Branches should be introduced in BE.

My Suggestion is, In our country Education needs a revolutionary change. Firstly Education should be limitless. In our country the education is limited. Now tell me after PU what and all degrees are available. This can be counted. What my opinion is these should be countless. There is BA, BSc, BCom, BE, MBBS, BBM, & BHM that’s all. Why don’t we invent more & more different different degrees? Here, this topic should put into discussion & many degrees should be invented with different mix-matches. Then it will be a skill oriented Education. Some of the example I can give is, Bachelors of Music, Dance, Arts (Drawing & Painting), Cooking, Janapada, native arts, crafts, Stiching, Moral Sciences, Common Sense (Intelligence & Brilliance), Traffic sense & so on……Actually Education is a vast Oceans of knowledge. It should always be limitless, Boundless. Our Vedic, Sanaathan Dharma also stresses on the same. If this is implemented correctly then the skills would be nurtured properly.

Reinventing the wheel . apprenticeship destroyed by moonchuds of tughlaq collegium & fiefdoms we the maliks of India. It was never about we the people. can we get down to basics. Reduce curriculum , drop useless subject. make student learn & master the daily chores. ( ur PM japan , korean & other countries .) Work with masters from early age to identify talent of blue skills college students working in college/universities on facility management, equipment maintenance, Original equipment manufacturers soft skills, projects - continuous learning .. govt schools should have exposure to photography, cinematography, book writing , dance, music ., space, astronomy, agriculture , cooking , driving, riding, hiking - media. infra maintenance , cleaning, STP, water conservation, Y only book.
