Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Dear honorable members Education & skills training for defense forces will include the following topics as narratives can be neural coded and processed into speech signals. With artificial intelligence it may even be possible to output narratives into speech characteristics of any sampled voice by applying network neurosciences Ref: https://www.nature.com/articles/d41586-019-01328-x https://www.science.org/doi/10.1126/science.363.6422.14

Dear PM Modi ji and Fin Min Smt Nirmala ji, while the UPI has done extremely well, is it possible to pay an ATM through UPI, to get cash from the machine. The process could be to press an option button on the ATM screen to get Cash through UPI. Then the ATM displays a QR Code that can be scanned by mobile UPI app and the ATM machine can be paid to dispense cash instantly. This will be very useful for small cash requirements of small vendors who collect daily money via UPI, but do not have the time to visit the banks during business hours. They can, in this way, obtain cash after closing their stalls in the evening. Thank you.

Dear honorable members, Particle physics when applied from space (using particle accelerators) has various applications. In human machine interaction integration is done with subsystems which allow parallel processing of cognitive informatics with activity in tandem. Essentially the systems implement cybernetics which allow processing of neural signals with physical activity using optogenetics/optics & swarm particle optomizations where neuromorphic computing & supercomputers make real time signal processing achievable. Here, objects in "spatial" & auditory spaces are processed using object oriented databases for fast storage & retrieval with associative neural networks Ref: P. Zuo, H. Li, Y. Zhang and T. Yang, "Multidimensional Particle Swarm Optimization Based Long Short-Term Memory Method for Human Activity Recognition," 2018 IEEE 4th International Conference on Computer and Communications (ICCC), Chengdu, China, 2018, pp. 1407-1412, doi: 10.1109/CompComm.2018.8780866.

Good evening sir, Many financial frauds are happening because of three things. 1.Cell phone 2.Sim card 3.bank a/c .While doing any fraud the fraudsters are using these three only. They get unused Sim card,Second hand mobile set,and the third person's bank a/c.If we see these things we can take the following steps. 1.Telecom operators can go for kyc verification with certain time intervals..again it can be a ekyc verification of proper owner of that Sim card.Customer can go to their telecom company's show room and give ekyc. If any one is not able to do so within a given time their card can be blocked.. 2.Awareness should be created amongst general public that in no case his/her a/c details should be shared for any un known amount credit...for any kind of reason... 3.While selling their phone they should be aware of any unlawful thing done through that mobile ..the seller will be in trouble..Awareness should be created..

cont-- development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices. so according to this I came to agree that this will be the best part where Government can put the budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. Note if you have skills you have one of the most important weapon to go forward and win to achieve the taste of success. Never betray employees and their skills because Skill grow employee and employee grow the team and team work for the business and business comes under the companies profit. JAI HIND.
