প্রতিটি সরকারি কর্মচারীদের প্রতি তিন বছর অন্তর একটি করে পরীক্ষা দিতে হবে যাতে উনি কাজে কতটা অভিজ্ঞতা অর্জন করেছেন এবং কতটা দক্ষ হয়েছেন তার বিশেষে উনি পরবর্তী তিন বছর কাজে থাকবেন না বসে যাবেন সেটা পরীক্ষা করতে হবে যদি উনি কাজের দক্ষতা এবং অভিজ্ঞতায় উত্তীর্ণ হন তবে পরবর্তী তে বসবেন উনি তিন বছর পরে আবার এই পরীক্ষায় বসতে পারবেন। ওই পরীক্ষায় সফল হলে উনি আবার চাকরিতে থাকবেন এতে করে প্রত্যেকে নিজের কাজটাকে খুব গুরুত্ব দিয়ে করবেন এবং কাজটা তাতে খুব ভালোভাবে হবে।
