It was an effort by center al Govt. to make India as International HUB for education in Higher technical Education. The leading academicians and from Industry expressed their views about quality of Higher technical education in India. The steps and measures were discussed and ideas to this were exchanged. I was also present at the seminar to interact with all time greats.

Skill development parameters must be applicable from high school beginning.fair opportunity with analysis by experts must be the the criteria of selection.Along with this practical environment must be developed. The syllabus must be up to date according to privileging Technical & Economical conditions. A student must be introduce to a world of actual happening rather class room teaching. It would help them to perform in future profession.

Higher Technical Education delivery system is seismic ally volatile? I still remember 08 Yrs back, with all the greats like Dr Mantha of AICTE, Chancellors, VC of Universities, Govt. advisor to HRD Dr Narendra Yadav, Fomer Director of BARC, and Minister of HRD Mr Kapil Sibbal were all present in INDO-US seminar at 5 Star Hotel in Mumbai ,to express their views on effective delivery system of Higher technical Education

Dear concerns V are d strongest contingents in India. A team of experts belongs to die hard CSIR ex scientists, Spear head educationist/HR who strongly advocate equal participation of industry in Delivery system of Higher technical education in India. Witch at present is in control of chewing gum chewer experts purely dominating from d field of education & do not allow interference of industry to equal playing field. Sir we have strike d balance & successfully working on the module since 2001

So here are the proposed policy changes 1. Improve IP awareness for every graduate students (mandatory course in the final year of Bachelor education) 2. Link professor's promotions to patents granted 3. Link Master and Ph.D. Projects to innovation (industry application research or basic research which is patentable) 4. train Patent Office professionals to do good searches and examination. 2. How much is R&D investment wrt to GDP? How much R&D investment really converted into innovation? How many innovation are really protected so that the could be licensed? Are teacher's/professor's promotions linked to the number of (foreign) patents granted? Foreign patents should be looked at till India's patent grant process improves.

1. Intellectual Property (IP) is more talked and less implemented. The quality of patents coming from India is not upto the mark. The patent office website (interface and results) is poor. All patents are not still searchable. Examination of patents is poor. I am sure we spent crores of rupees to enhance the patent offices and the website (and for inaugurations) but the without the end in the mind at the beginning. How many CSIR patents do really have licensing potential?

9. Please remember a normal light beam dissipates after travelling a distance depending upon the strength of the light but a LASER beam travels a great distance with minimum or zero dissipation. 10. Make the curriculum individually specific, integrated and focused like a LASER Beam.
